Many developing countries, including Indonesia, faced significant challenges in mobilizing domestic financial resources to achieve sustainable development. Despite consistent economic growth, they struggle to raise enough tax revenue to fund public services and investments in infrastructure, education, and healthcare. To address this, the Indonesian government is implementing a range of measures in reforming its fiscal policy including expanding the tax base, enhancing the efficiency of tax collection, and improving the quality of government spending.
The fiscal administrative system dates back to 2014 and needs to be upgraded with the latest technology. By improving the system, payments should be effortless for everyone, secure, transparent, transposed in improved overall collection of tax revenue.

The overall benefits, for both citizens and the government, are:
• Improved collection of tax revenue
• Transparency from a reliable and trustable public administration
• Easy to use self-service processes like filing and reporting
• Efficient risk management and antifraud measures
• Cost savings on administrative activities
• Automatic double bookkeeping less room for human error
Qualysoft already developed a nationwide, digital tax administration system for Albania. Albania was recognized by the World Bank as tax revenue increased considerably after the implementation of the C@TS solution from Qualysoft. Also, it was recognized by United States Agency for International Development: “When citizens feel the GDT is efficiently running and that staff are acting with integrity and treating all citizens fairly, they are more likely to voluntarily comply with the tax laws and pay their fair share of taxes.”
